Simon Barker is counsel to the firm's Marine Law practice group. Simon has over two decades of experience practicing exclusively in transportation and marine law. Simon currently performs a mixture of litigation and solicitor's advice and represents varied interests in the transportation chain such as ship-owners, cargo interests, freight forwarders, NVOCCs, marine underwriters, marine surveyors, ship fumigation companies, oil spill response organizations, environmental groups, and a number of law firms, both domestic and international.
Simon has had instrumental roles drafting federal legislation, regulations, and technical standards all intended to implement Canada's obligations to various international conventions including OPRC Convention, the Tonnage Convention, SOLAS, and MARPOL. He has also helped international and regional organizations and other jurisdictions draft regulations to meet some of the above conventions. Simon has had active involvement in a number of high-profile marine matters including the off-shore Hibernia project, the recovery of the tank barge Irving Whale, national trans-boundary negotiations, the construction of the Confederation Bridge, and fleet and pollution response operations in Canada's Arctic.
Simon has appeared before a variety of courts, the Federal Court of Canada, and the Canadian Transportation Agency. Prior to commencing his career as a lawyer he worked as an insurance loss adjuster and a marine insurance broker for an international insurance brokerage house.
